This was the post that lured them here, and it provided no answers. But Slate has an article up with the answer! This is very exciting. As many of us guessed, it is largely because of money: our weird design is easier to install without construction and also apparently easier to clean.

As far as bathrooms go, I don't mind that the doors don't go all the way to the floor, but I would like to eliminate the gaps on the side. Worst, though, are the stalls I've encountered where it's hard to be confident that the door extends low enough to obscure the toilet seat.
